William Baker [1831-1910] was born in Washington County, Pennsylvania. He graduated Waynesburg College, Class of 1856. After moving to Kansas, he was elected as a Populist to the Fifty-second, Fifty-third, and Fifty-fourth Congresses (March 4, 1891-March 3, 1897).
